There is an alleged by some people a malignant male presence that stays in the shadows. It is thought to have been the possible murderer of the young girl?

Yes, quite possibly the murderer of the young girl, for whatever reason, cannot or will not, move on.
Like you said, a visit would be in order, now that COVID-19 restrictions are now being positively modified and/or removed. LOL
